Colombian visa versus cédula: who needs which?

An immigration visa and a foreigner ID card serve different legal purposes — and some V visas are exempt from the card.

Last reviewed: October 29, 2026

Visa: your migration authorization

A visa issued by Cancillería establishes the authorized category and conditions of your stay. It may determine whether you may work, study or accompany family, depending on the visa. A cédula is not a replacement for these permissions.

Cédula: identification for eligible visa holders

Migración Colombia generally issues a foreigner ID to eligible visa holders seven and older with authorized stays exceeding three months. An initial application generally must be made within fifteen calendar days of the appropriate arrival or domestic visa issuance.

Explicit V-visa exceptions

Resolution 9316 of 2024 excludes V tourism, business, crew, events, and specified V courtesy categories for visiting diplomats and international agreements. It does not say all V categories are exempt.

Why the card still matters

A cédula can simplify identification for banking, contracts and services, but each institution decides which lawful documents it accepts. Do not assume all banking, renting or healthcare is categorically impossible without the physical card.
